A staff member at the research lab. He has an unknown backstory, but he used to feel really carefree for the magic users, like Yuki. Chisato acknowledges him for his brilliance.
[Spoiler] He gets fired when having a last chance to capture the fugitive B-rank magic users with Mizuka's foresight, but fail, and then got assassinated. [/Spoiler]
